Can a WCA refuse to offer healthcare waste collection?

“Can a WCA refuse to offer a healthcare waste collection service for residents who are patients treating themselves at home without the assistance of a healthcare worker ie WCA requires residents to consult with local GP or NHS Trust and resident to make their own arrangements re disposal of offensive hygiene waste eg inco pads, sharps waste, dressings etc ie potentially infectious waste – ie no household healthcare waste collection service provided by the WCA.

“Also, can a WCA refuse to offer a healthcare waste collection service for residents who are patients treating themselves at home with the assistance of a healthcare worker ie WCA requires healthcare worker to take offensive hygiene, infectious waste back to their place of work for collection / treatment / disposal.
