As always with the Environment Agency, expect errors and ambiguities that when it matters will undoubtedly be your fault, certainly not theirs!
First and most obvious is the conflicting designation of these documents. Are they Guidance documents or are they Rules?
I wonder how much money has been wasted to make a schoolboy error like that, unless perhaps it remains an Environment Agency policy to seed ambiguity in their documentation?
