Seeking the root cause of failures in the safe management of potentially hazardous wastes in resource-poor countries can, at time, be particularly tricky.
Simple lack of material resources and a lack, for what ever cause, of investment in the necessary infrastructure, an inability to meet running costs, lack of regulation, and deficiencies in training and supervision are each high on the list of causes. In many countries, corruption also appears high on that list.
However, in some circumstances, all or almost all of the key building blocks are present and yet failure is still the case. Perhaps laziness and apathy on behalf of waste producers, regulators, planners and managers, and educators, have a major role. In that case, only political intervention can drive improvement.
