The Department for the Environment, Food and Rural Affairs (Defra) have published the consultation on the controls on the handling, transfer and transport of waste in two parts. One includes proposals for the introduction of new powers for the Environment Agency and local authorities to be able to instantly seize vehicles that have been involved in, or are suspected of being involved in, a number of waste offences. The second consults on a number of proposed measures aimed at modernising and simplifying the waste duty of care and waste carrier/broker registration regimes.
