Thanks for drawing attention to this now broken link.
EA have obviously chosen to remove the new document from their site, and replace that page with a "Human Pharmaceuticals: Position Statement".
That revised page contains a link that doesn't work, but invites the reader to contact the EA R&D Dissemination Centre. Further and more recent information concerning collaborative research in which the EA are involved can be found on their page Human pharmaceuticals (http://www.environment-agency.gov.uk/business/444304/1759876/1759969/1290353/1294402/1314699/?version=1&lang=_e)
