Most community needle finds result from needles discarded by IV drug users, or from rogue waste contractors. This incident seems to be different, with wastes scattered by and from a hospital in Ireland. Bad waste management is almost certainly at the root of this event, worsened by bad security.
I hope that the suggestion that "wastes were unlawfully removed" isn't being used to deflect attention from those who have messed up. Somehow, and maybe it's my suspicious mind, I expect that's the way it will go.
