Unfortunately, not all tenders are structured so diligently to address the environmental impact of the disposal services required.
In a similar invitation to tender from Birmingham, the sole requirement for the award of a contract for clinical waste disposal services is cost.
And as long as the cheapest bid prevails it is unlikely that standards will ever improve.
